I don't believe that's correct. I just purchased a P365 from a sports outlet and the dealer they shipped it to performed the instant background check. While I do have a CPL, the seller never asked and the receiving dealer didn't need it.
It seems that people purchasing online are in a data base somewhere.
Since when do you have to have a carry permit to purchase guns and ammo, never heard of never needed one. Although I am seriously considering getting one, its getting too uncertain out there to go anywhere unarmed.
I do know that a state like Illinois requires a FOID card, but I do not live in a commie state.
Alabama, Alaska, Arizona, Arkansas, Georgia, Hawaii, Idaho, Iowa, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Montana, Nebraska, Nevada, North Carolina, North Dakota, Ohio, South Carolina, Texas, Utah, Washington, West Virginia, and Wyoming, are all states that accept a carry permit as a replacement for a NICS check.

Not in Texas.
Also, if you have no CHL, NICS works although it may take 10 to 20 minutes in the automated check due to system being overloaded.
