Actually we are saying the same thing because, the second amendment does not establish that right, it simply provides a government promise not to infringe upon it.

So yes, that rate is primary and it protects all other liberties. I’m just saying it is not the Constitution that gives me that right. And I suspect you agree.

I totally agree with you - that the right to keep and bear arms pre-existed the Constitution and that the Constitution simply guarantees that right. Indeed,

The District of Columbia Court of Appeals said that the word “the” in “the right to keep and bear arms” shows that the Second Amendment protected a pre-existing right. All nine Justices agreed.
