The situation in the show was a bit exaggerated, but back then there really WERE phone cops.
I know this for a fact. I met them once.
As God is my witness, I thought AT&T had a police force. :-)
There were phone cops back then, and for some good reasons. Black Box and Blue Box technology was ripping them off.

At one time, the phone company would hire folks who could make a blue box. One guy I went to school with made a red box based on a different idea. They knew he was up to something, but they didn’t know what it was. He built a blue box overnight, but they didn’t believe that. I don’t remember what finally happened.
