he’s the guy that said CA was in play, and that he was going to “invest in California”.
It probably could be if only legal citizens were allowed to vote on Election Day.
But that isn't the case. All kinds of non-citizens, and multiple ballots are allowed. And the Election isn't confined to a single day - some cities stretch it out for over a month, so any disinterested slub can be prodded to go vote for the Dem candidate of choice.
So, 'in play', in theory - but not in California reality.
