That was my first thought. But then I realized that a single encrypted smartphone message could cause this to be replicated almost instantly in virtually every major city.

And then I realized that it's probably about as easy to "occupy" 70 blocks as it is to occupy 7 blocks.

We'e better be in the process of taking out their command-and-control with extreme prejudice.
