Actually, according to Article IV Section 4 of the US Constitution, this situation is pretty much right in Trumps wheelhouse.
Section 4. The United States shall guarantee to every state in this union a republican form of government, and shall protect each of them against invasion; and on application of the legislature, or of the executive (when the legislature cannot be convened) against domestic violence.

If the force occupying Seattle is violating the constitutional rights of the people inside the their zone of control, then I would assume that legally, order should be restored.
Also, elected authorities presiding over the uprising may be in violation of their oath (at a minimum), and the city government legally liable.
