They should give a notice that all people that don’t like what is going on should leave temporarily.
Give 24 hours and give emergency housing for all the normal people that want the insurgent terrorists removed.
The Warlord will probably take hostages so SWAT will have to take care of that first and then bring in the Nat’l guard to round up all those that see themselves part of the insurrection.
It looks like The Warlord and some of his cabal have serious weapons, so they should be told to turn them in to the Nat’l Guard or police and then gather up the occupiers and haul them off to GITMO or Leavenworth.
