IIRC each secretary of state requires the party to submit their nomination. I recall the secretary of state of Cal saying, she accepted the one from both the DNC and the RNC. It was about that time I became aware of the stories of Obama’s ineligibility.
If certification is not provided, how can they know who goes on the ballot for a party, when the state winner may not be nominated at the convention?
She sent them all a nomination form but it deleted the verbiage about natural born citizen that the one to Hawaii contained.
