I saw the video...the fall and his head hitting ground was awful...I think I even heard his head crack on the pavement.
I did not see a “shove” as I would describe it with an avg person.
However, the guy was elderly and we as cops have to remember our SOPs with children, disabled, and the elderly.
When possible you use guiding or escorting due to the higher risk of injury.

Tracking the cop that pushed him in the video - you can see he reacts to the guys head smacking the sidewalk. He has that “aw sh*t - I didn’t mean for *that* to happen” look, he also pauses, turns, head held low...
I don’t think he intended for that to happen, I’m not sure if the shove was appropriate but considering all the circumstances and not knowing what was being said, no surprise.
