Democrats are not secretly happy. They are quite opening happy. The entire city council is thrilled. They voted against having the the RNC convention there.

I suspect the governor received marching orders from Democrat/Left Party leaders to force Trump to move the convention and maybe cost him NC. I don't think that would succeed as the business owners who will not see the much needed revenue will blame the governor for this economic blow (and also for the restrictions that the governor has indicated may remain in effect for yet another three months

It's not a viable option -- as has been suggested -- to move the convention to a blue state as that governor could pull an 11th hour stunt to shut down the convention due to the virus or some other, similar fiction.
