Why are they allowed anywhere at any hour they want? Because they're on the same side....and we are at war. It's a ruse....a diversionary tactic to allow the enemy to advance to the next stage of their planned insurrection.
Police have been told to stand down, as in other cities in the past, and RAT have governors refused NG assistance.
