Where are these DOJ guys? DC?
My guess is Pennsylvania Ave, DC near White House. Will look again to see more details.
I looked again. If you look behind the more distant guy, you can make out an oval object the surrounds a tree. Looks like the kind of cast iron grills they put around the trees along PA Ave.
