His past MAY have something to do with it. If he was a known and chronic problem in the community, would steal, and was high, I’d say that’s pertinent, but not an excuse.
that’s not dirty... poor training and selection.
neither is illegal, but results of either can be.
i am not obtuse, your definition of dirty would apply to a lot of police officers.
though i just read more about what may have occurred and there is always more to a story.
