There is no need to proactively shoot. You tell the officers to grab up the rowdy ones and put them in jail. Rinse and repeat.

When you have a lack of order you will have disorder. Target the leaders and the most bold and the rest will fade away.
It is not complicated nor does it require shooting. The mob will not stand and fight with any unity. The cops will.
Turn them loose. Period. Instead, we have democrat mayors and governors who are wanting to investigate the police for reacting when they are standing them out there like stationary targets telling them not to act while peoples property is destroyed and vandalized?
They need to stay in jail and not be put back on the streets in hours.
