Here is something I heard on that subject that did make sense to me, paraphrase-

If someone is being slowly asphyxiated, they can still speak, but they are basically wasting precious and waning oxygen intake on that speaking, while at the same time they are not efficiently replacing that lost oxygen via breathing. So essentially, yes you can speak, and you are still slowly suffocating.

Certainly, but for Baden to imply the vocal chords function without exhaling/breathing is total BS.
