Something that should be added is that looting and such are NOT going on in only large cities. There are many reports out there from towns of, say, 20k or 30k people, even when those towns are located in generally rural areas. In many instances, my impression is that LEO leadership, city leadership, and even business owners and managers were asleep at the wheel until damage was already done.
