I think he’s done it right. Spoken forcefully to the governors and he (and they) have let that message be known. Should have better protected the Capital directly before last night, but he has to give the governors a chance to straighten out their states before taking action there. And that’s what he’s doing, with little more time to be wasted.
Sometimes people have to see something before they realized what they want... and who will give it to them.
