No. Designated terror groups are foreign, designated by the State Department. Simply supporting a designated group is a crime and can have severe consequences. The FBI “designates” domestic terror groups, ELF/ALF makes the list. However the list has no legal consequences. Like the ten most wanted, the legal consequences are tied to the underlying crime, not the list. I don’t know if ELF accepts donations, but you could probably make one without consequences. Donating to a designated terror group is itself a crime.
