My understanding is most insurance policies specifically Exclude damage or loss from civil unrest unless you add that to your policy. Larger stores may carry that extra policy, but I suspect many of the smaller businesses do not.

You are correct about the insurance. I used to turn it down every year on my rentals. In a town of 600 I didn’t worry about civil unrest. It’s not an expensive addition though.
