Read the references in post 21. It’s odd to me why this is an acceptable tactic in the MPD, but maybe the area had a problem with bystander mobs assaulting cops during arrests.
I’m sure this is a problem in skinny neighborhoods.

It was one fake 20. He bought cigarettes. The guy worked at a club. How do we know he didnt get the bill there?
