For Garner, yeah it was entirely his fault. He started by announcing he wasn’t going allow arrest, and kept resisting even after being taken down.

Yes, he kept *saying* he couldn’t breathe. He kept speaking. He died while being fully able to breathe on the ambulance, because he had a heart attack from the exertion and stress.

Entirely. Once the police realized that he was in trouble, it was their duty to first subdue and capture him, then get him to medical care as soon as practicable—which was about what happened. But it was too late. The heart attack he brought on by attacking the police, killed him. That was his own fault.
