The National Guards learned a hard lessons as an aftermath to Kent State (1970). Never get involved in local riot bullshit particularly race riots. The Governor's, Mayors, etc use the Guard as a “fall guys”

If the rioting is serious, the locals can stifle /kill the local riffraff. I assume that every squad car has an automatic rifle and a 12 gauge shotgun in the trump —at least they used to.
