According to The World Almanac, Delaware became part of Pennsylvania in 1682 (Charles II's grant to William Penn creating Pennsylvania was in 1681), but was granted its own assembly in 1704. I think they had the same governor as Pennsylvania during the colonial period.

There was a short-lived Dutch settlement in southern Delaware--otherwise the area would have been included in the grant which created the colony of Maryland.

I read somewhere that Maryland claimed Delaware but Calvert backed off when the King granted the area to one of his favorites.
