Amendment III

No soldier shall, in time of peace be quartered in any house, without the consent of the owner, nor in time of war, but in a manner to be prescribed by law.

That's the only one I can think of.

Part of the problem is the time it takes to get things before any court.

The courts in this country are irretrievably broken. You might be interested in this post that traces a case from the initial charges to the supreme court in 1938, then compare it to any case today.

The concept of "swift justice" is laughable today.
