I think that’s a reach. She was supposed to be controlling her animal on a leash. If the animal is running free than others have a right to take it outside the prohibited area which is what he asked her to do. Calling the dog to him with a treat would have most likely resulted in her leashing the dog and ending this issue.
Your assessment would be warranted if a stranger tried to attract a dog in an area where it was entitled to run free under your supervision. The stranger would have no right to intervene in those circumstances.
