‘Look, if you’re going to do what you want, I’m going to do what I want, but you’re not going to like’.

That sounds like a threat to either kidnap or harm the dog in some way especially when he pulls out the dog treats. She doesn’t know what he has in mind.

She should have had her dog on a leash in the first place but at the point where he threatened her she did the right thing by calling the police.

You act as though she was minding her own business. She was not obeying the rules of the park. The man showed her the sign, suggested a place that would work for what she wanted to do and she just ignored him. So he had no choice but to be chased out of his bird watching spot by a rude women who wasn’t in control of her recently adopted dog or to encourage her to get the dog on leash or move to a dog run area.
I’m sick of rude pushy people usurping other people’s rights.
