What exactly is general police procedure for take down during an arrest with initial resistance?
I know it isn’t keeping the knee on neck the whole freaking time. That’s to get him to stop resisting. Once that happens, you pull them up. Right?

You do what you need to do in order to gain compliance. All necessary force. But never leave someone on their stomach. Sit them up as soon as they are cuffed. And never ever apply pressure to their chest if they are on the ground cuffed.

Every department has their own procedures regarding use of force, but this is all pretty standard. Looks like this cop froze in that position and was too keen on what was happening around him rather than the actual detainee.
