In California and New York state ALL illegals are automatically registered when they submit their drivers license unless they send a response back that tells the DMV that they are not qualified.
That is how illegals get registered. We are the ONLY country on earth that does this.
I don't know about NY but in CA you need to prove citizenship to get a regular license and be registered to vote.
They have a different license for non-citizens but those people don't get registered.
Either way, my point was if someone is going to register fraudulently they don't need an absentee ballot - they can vote in person.
