House Speaker Nancy Pelosi (D-CA) this week signaled that Democrats are going to push for more expanded mail-in voting by referring to it now as “voting at home.”
“We’re now calling it voting at home because that’s really what it’s all about—enabling people to vote at home,” Pelosi told MSNBC host Lawrence O’Donnell.
Pelosi said the $3.6 billion in the House’s HEROES Act is “necessary to conduct an election” where all voters would receive absentee ballots.

Patriots are reminded that the states have expressly constitutionally given Congress a 14th Amendment (14A) penalty to apply to renegade states that abridge the voting power of otherwise voter-qualified citizens.
"14th Amendment, Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens [emphasis added] twenty-one years of age in such State."
"14th Amendment, Section 5: The Congress shall have power to enforce, by appropriate legislation, the provisions of this article."
Note that voting rights amendments ratified after 14A was ratified effectively changed the voting eligibility criteria of Section 2 imo.
Also, note that the congressional record shows that post-Civil War lawmakers had argued that activist minority groups that cheat the ballot box by allowing non-citizens to vote in order to try to win more special-interest control over the federal government, attack the Constitution by effectively nullifying Congress's express power to "Establish a uniform Rule of Naturalization…"
"Article I, Section 8, Clause 4: To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;"
" If the States can admit to the elective franchise those who are not citizens, thereby neutralizing the votes of citizens, not only the Federal power of naturalization becomes a nullity, but" * * * * "a minority of citizens by the aid of aliens may control the government of the States, and through the States the government of the Union [emphasis added]." —Appendix to the Congressional Globe, 1868. (See near middle of 1st column.)
" Whatever difference there may be as to what other right appertain to a citizen, all must agree that he has the right to petition and also to claim the Protection of the Government. Regardless of express constitutional penalties and other major constitutional problems with cheating the ballot box, we're still stuck with a corrupt, worthless Congress left over from the lawless Obama Administration that will predictably munch popcorn while watching CNN show Oregon voting officials throw boxes filled with mailed-in, patriot voting ballots into dumpsters, instead of doing its sworn duty to apply Section 2 of 14A to such states.

I guess “Mail In Ballots” didn’t resonate with the public, so they’re changing it to something they think will be more appealing to the public. That’s why “Global Warming” was renamed “Climate Change” and “Gun Control” was changed to “Gun Safety.”
I don't know about NY but in CA you need to prove citizenship to get a regular license and be registered to vote.
They have a different license for non-citizens but those people don't get registered.
Either way, my point was if someone is going to register fraudulently they don't need an absentee ballot - they can vote in person.
