(CNN)New York Gov. Andrew Cuomo's office deflected questions about a report from The Associated Press that the state sent more than 4,500 patients recovering from coronavirus to nursing homes by saying they followed guidance from federal agencies.
"I just want to reiterate once again that the policy that the Department of Health put out was in line directly with the March 13 directive put out by (Centers for Disease Control and Prevention) and (Centers for Medicare and Medicaid Services) that read, and I quote, 'Nursing homes should admit any individuals from hospitals where Covid is present,'" said Secretary to the Governor Melissa DeRosa on Saturday during a briefing. "Not could, should ... that is President (Donald) Trump's CMS and CDC.
"There are over a dozen states that did the exact same thing, many of whom were concerned about hospital capacity. ... Obviously any death is an unfortunate death," DeRosa said, listing the totals from other states amongst New York's. "It's been a national and international tragedy that everybody has had to grapple with and it is something that we're trying to learn from every day and move forward."

When Trump contradicts the CDC he's ignoring the science. But he gets blamed for CDC recomendations that don't go well.
IN this case it's hard to believe that the CDC recommendered forcing nursing homes to take COVID19 sick folks WITHOUT preparation.
Gotta make up a few guidelines for the press now.

If you were following Federal guidelines in your Executive Order, why did you just recently re-write it, and do a complete 180 degree turn?

Looking at the CDC guidelines, I don't see any requirement for nursing homes to take COVID patients.

The directive does not say send covid positive folks into nursing homes.
It’s nonsense. CDC said you should take a patient if they were from a hospital that had an unrelated virus case.
NY rule was you must take a patient who actually has the virus.

“Nursing homes should admit any individuals that they would normally admit to their facility, including individuals from hospitals where a case of COVID-19 was/is present. “

The CDC guidance is about people who have been in a hospital where “a case” of the virus was present”
Not about situations where the individual CURRENTLY HAS THE VIRUS.
And there’s more that proves this:
CDC: “When should a nursing home accept a resident who was diagnosed with COVID-19 from a
hospital?
A nursing home can accept a resident diagnosed with COVID-19 and still under Transmission Based Precautions for COVID-19 as long as the facility can follow CDC guidance forTransmission-Based Precautions. If a nursing home cannot, it must wait until these precautions are discontinued. “
So the CDC is saying a nursing home CAN admit someone with the virus IF they can follow the precautions. And if they can’t they MUST not admit them.
Here’s the New York rule:
“No resident shall be denied re-admission or admission to the NH solely based on a confirmed or suspected diagnosis of COVID-19. NHs are prohibited from requiring a hospitalized resident who is determined medically stable to be tested for COVID-19 prior to admission or readmission.”

New York – along with California and New Jersey – went further and turned the guidance into state directives and said at the time that nursing homes cannot refuse to take patients from hospitals solely because they have the coronavirus.”

Nice try but this was based on Cuomos orders from March 25th, not Trump or CDC guidelines
The COVID-19 readmission policy was adopted March 25 and was contained in a NY Health Department directive that says, “No resident shall be denied readmission or admission to the [nursing home] solely based on a confirmed or suspected diagnosis of COVID-19,” Newsday reported last month.
