Border Patrol officials said the change in policy was needed to keep Mexican nationals from repeatedly trying to cross into the United States. According to CBP, at least one migrant had been expelled and caught as many as 10 times.
People from nations other than Mexico, were already being flown back to their countries of origin.

We should give them a 1 year minimum of hard labor sorting trash for recyclables. We then sell the recyclables for funds to buy their food. If they dont do enough recycling they can starve or eat trash. At the end of the sentence we give them a good beat-down and send tom back to Mexico.

The Border Patrol began expelling adult Mexican males by boatlift from Port Isabel, Texas, to Vera Cruz in September 1954. The project was discontinued two years later after nearly 50,000 illegal aliens had been returned home. Various other flights, train trips, and bus trips originated along the border and terminated in the Mexican interior.
