It's in the police report. The pursers tried to prevent Arbery from running, there was three attempts. The second attempt was done by the filmer, and the third attempt is the shooting. That is why GBI is charging the video recorder with at least ‘criminal contempt to commit false imprisonment.’.

By chasing him with a truck till he was exhausted (not to run over him I would hope)?
By physically grabbing him?
By shouting stop or we will shoot?
