There business will probably not exists if they don’t open so these citations are not a deterrent. The longer they do this the less people will have to lose by disobeying laws and orders. It’s, objectively, a bad approach to governing. Either you close down and make no money or we fine you. Any business man will take the fine and if opening up isn’t enough to overcome the fines they’ll just declare bankruptcy (The alternative also meant going out of business; this way you had a chance).
Yes, this is all a good object lesson about how government regulation can only cause black markets, but cannot eliminate them.
