This statement is actually worse than just being wrong. It is deliberate editorializing within a supposed news story - meaning that it is the author's opinion rather than a piece of information that he obtained from some qualified organization or individual.

The only true journalistic way to state something like this would be "The drug has not been proven as an effective treatment for the virus, according the FDA (or some other incompetent yahoos) who furthermore state that it could present heart risks."

But then, we all know that journalism lost any pretense of integrity or even rationality decades ago.

It was Megyn Kelly who left Fox to join NBC news. It was political correctness that caused her termination at NBC. Fox News is up to their eyeballs with drug advertising and making millions for them. We notice that every one of them has to mention the side effects that even has my dog running under the bed. Does that mean the drugs should not be used for the treatment they were designed for? People are using them enough to pay for all those TV ads. With any drug, a person should be under the care of a doctor. Covuto failed to mention that President Trump’s use of HCQ was under the supervision of his doctor. An ECG while he is taking it, should reveal any heart troubles. Of course, Cavuto has no medical understanding beyond grades school and comes across as a big bag of hot gas.
