No shirt, and wearing a winter coat when everybody else is in shirt sleeves. Waving his arms around, and getting belligerent. When I was a C.O., whenever a convict wore a winter coat when it was hot out, it made you wonder if he was expecting to get shanked, or if he was carrying a weapon. I don’t know what kind of frisking that was. It wasn’t very thorough. He should have made him take the jacket off first, and searched that thoroughly. Individuals will sew things into the seams of the jackets, or slice part of the jacket open to slip a weapon/drugs into. I realize the cops pulled up on the lawn to confront him, but if that’s a park, why was he parked on the lawn?
I learned on Beverly Hills Cop that something is about to go down if people are wearing long black coats on hot summer days.
Of course we don’t have the whole story but this is pretty sloppy police work.
