I just looked to see who had the job before Linick, and there was no one. Howard Krongard had been appointed by George W. Bush, and served until January 15th, 2008. According to Wikipedia:

"Throughout the tenure of Secretary of State Hillary Clinton, there was no permanent inspector general at the State Department. Moreover, President Barack Obama did not nominate anyone for that position while she was Secretary."

Well isn't that interesting? No wonder they got away with all the crap they did. Linick was appointed September 30, 2013, only after Kerry took over.

I’ve always felt that Obama damned Hillary’s presidential bid with faint praise while hearing all sorts of whispers about how the Obama crowd and the Clinton crowd didn’t like each other much. Hillary’s screw ups may have chapped Obama’s rear end and some of the issues from 2013 on were the Obama admin’s hamhanded efforts to cover their own plus Clinton’s butts. That and Valerie Jared’s Iranian escapades...I’m sure she was up to loads of no good!
