I see you're in Wisconsin (checked your profile ..) do the local mayors have the authority under the Wisconsin Constitution to issue "stay home" orders?
Are businesses opening back up in Wisconsin?

I am in Wisconsin. I just took a drive around my city and small places have their OPEN signs lit up! Our little corner of the state is opening up today.
In large municipalities, their local officials are still sticking with a stay at home order. Milwaukee, Dane county (Madison), Racine are among those places.

Forgat to add that that mayors involved were Madison, Milwaukee, Green Bay. There may be more now I haven’t checked.

do the local mayors have the authority under the Wisconsin Constitution to issue "stay home" orders? They're doing it as we speak, as are counties. At least Dane County. We'll find out if they can, give the courts something to do.
