Yup. I know someone who works for the postal service. Their backrooms are filled with freight from Amazon and they lose money on every package. Trump is right on this.

The Chinese(foreign shippers generally) are the other party(s) that get a free ride. If you have ever had a shipment from overseas. you would realize how ridiculously little the shipper pays
