I read up on the Gates/Zuckerberg/Soros funded efforts to control pandemics and their plans specified that persons unable to isolate would be “housed” and gave an example of a person “unable” to isolate: a family member who would otherwise have to share a bathroom with other family members.
That is the plan, but not really being utilized much (only 15 people as of a month ago):
