It is when it’s so overwhelming that there is no longer any doubt as to how well or not something works- There comes a point where the evidence presents enough facts to prove a ‘beyond reasonable doubt’ case that it works or it doesn’t work-
They can only discount anecdotal evidence for just so long- at some point it becomes clear there is a pattern of effectiveness or lack of, that must be taken seriously-
