So let's unpack this. Wolf is saying that he will withhold aid that will go for the following:

"The commonwealth’s $5 billion share of the national Coronavirus Relief Fund has been dedicated so far to cover a mix of statewide funding needs and allocations to individual counties and local governments. The money can be spent on anything from direct assistance to communities and public health-related expenses to covering state budget shortfalls from unexpected pandemic-related losses."

So, Wolf would withhold aid that communities could use for public-health rated expenses? Really?

If he is threatening to withhold aid that could be used for those kinds of expenses, it's not really about COVID-19. It's about power and what can be done with that power to force compliance with the state. Whatever side you are on regarding COVID-19 and opening up when/how, etc. Wolf is trying to bring the hammer down. Hard.

I don't think this will end well for him politically.
