I think you are over analyzing this episode. You could be right but Im betting against it.
What Xi desperately needed was to hide the fact that China was Ground Zero for the virus. So the WHO delays, the virus spreads to the U.S. and Europe and then everywhere and muddies the water on the original source.
The delay helped him try to do that. But it failed. Very naive of Xi to think he could pull this off. To me that speaks to his desperation. Not everything is about Trump.
Well neither one of us has any absolute truth. So its all about gut feeling.
Whatever the motivation, it seems to me that Senator Cotton has been right about the CCP’s culpability.

But what is the character of China?
Is it a lazy panda, or a stinging hornet?
Does it passively sit back, preferring to live and let live, having equal regard for all nations and cultures?
Or does it deliberately send its operatives into every access point of our nation—infiltrating the thoroughfares of government, finance and media—metaphorically on the verge of plunging its CCP flag into our soil like some sort of deadly, virulent quill?
