Block off all of the roads and bridges
leading to and from place.
Stop all passenger flights from departing.
Stop all arriving flights from the city. Shut down the trains, buses. Only allow in food, medicine, and critical supplies.
But no one leaves.
Oh, and shut down the New York Times too.
Make the movie "Escape From New York" look prophetic.
