Why is this an issue? Almost all states have this rule. If you work more than a certain time, you pay income tax to where you worked. If you state has income tax. They give you a credit.
The outrage over this is ignorant.
I would think the outrage is that Cuomo wants to tax people who donated their time to help others. I could see the tax if NY had paid them to be there.
There are trying to apply New York taxes to income made outside of the state. In other words, one could be working for free in New York and still be subjected to New York taxes.

Even though the state government asked thousands of people to come to New York from out of state to help fight coronavirus, they will have to pay New York state taxes, even on income they might make from their home states that they're paid while in New York.
Why the hell are you defending Cuomo? He's the one that implied the tax would be waived if the state got a Federal bailout.
