No need to enforce. Ban the sale of .223, 5.56 and 7.62, including reloading components, and people will eventually run out.
The technology to swage 223 bullets from spent 22 lr cases has been known for decades. The enterprising ammunition maker isn't going to let some government wonkas intrude on his practice.
