Two explanations, both play simultaneously.

1. HIH/CDC federal budget charge codes for HCQ (used by hospitals to charge for HCQ treatment) are accompanied by required protocols as attachment or as reference. Those charging against the federal codes are required to follow the accompanying protocols as general treatment procedure. Inside these protocols there is no requirement to include Zinc. 2. The average blood plasma level for Zinc among Americans is low that in countries like Frace, Italy, Japan because of dietary differences. Some Americans will have Zinc present in their blood already that gets pushed by HCQ into pneumocyte cells to stop SARA-COV-2 from replicating and causing COVID-19. Other Americans will not have sufficient Zinc in their blood and will suffer ===> MIXED RESULTS … RIGGED FOR FAILURE.
