I was involved in purchasing a custom testing system from a small company years ago. The company did a very good job of convincing us that they could do the job. Fortunately for my company, we defined some very specific performance goals tied to the payment schedule.

At one point, a representative for that company virtually begged me to sign off early so that they could get my employer's cash.

So, I wonder who can possibly justify advancing 69 million dollars for as yet unseen products? There is no excuse for shipping the money faster than the seller can ship the product.

Who pays that kind of money without first seeing, and testing the item that is being offered?
