Well, there's at least two kinds of RATs, the ones stupid enough to believe their illogical agenda....and the evil geniuses who want to kill or enslave us all....the greedy elitists.
An overwhelming majority of the massive executive branch personnel are unelected bureaucRATs....usually good-soldier campaign workers, placed there as a reward for their voluntary service. And as we can see, those at the top, leftovers from the Obola regime, are hyper-partisan hacks, willing to risk all to undo this President.
Other than that the ChiComs created this virus, I've seen two other scenarios presented:
One, where it was developed in a Canadian laboratory and then transferred to a Southern State (maybe Georgia) bioweapons facility before being transferred to China. The second, where a pointy headed intellectual from Harvard (who was later arrested) transferred either the virus....or its blueprint, out of the country.
