Peak death rate in Georgia was 3-4 April which is when Kemp issued his shutdown, i.e. deaths had already peaked. In MIN deaths are peaking now and he did his shutdown orders on March 15-16. One difference is Georgia started much earlier with two funerals (late Feb and early March). With those they created a voluntary shutdown situation because so many people were catching the virus and getting seriously ill.
The lesson is simple, you have to take your medicine. You can pretend that being shutdown forever will stop the virus but that just delays the inevitable.
