Italy and Spain clearly are not paying hospitals enough for Covid-19 patients and intubations. At $13k and $33k in the US, hospitals are highly motivated to classify every patient as Covid-19 positive and needing ventilators. Being paid to lie, and paid well, it seems hardly surprising that NYC facilities are jumping a the opportunity to run their numbers up as high as possible.
